These questions are prompted by Executive Order 11989, Floodplain Management; the information sought will aid in the preparation of the FES.

HYDROLOGIC ENGIrlEERIrlG QUESTIONS RELATING TO E. O.11988 FLOODPLAlti MAtlAGEMENT LACROSSE BOILING WATER REACTOR DOCKET NUMBER 50-409 Definition (from Executive Order 11988 Floodplain Management)
Floodplain: The lowland and relatively flat areas adjoining inland and coastal waters including floodprone areas of offshore islands, including at a minimum that area subject to a one percent or greater chance of flooding in any given year.
1.
Provide descriptions of the floodplains of the Mississippi River and any of its tributaries within or adjacent to the site. On a suitable scale map provide delineations of those areas that would have been flooded during the one-percent chance flood in the absence of plant effects (i.e., pre-construction floodplain).

Provide details of the methods used to determine the floodplains in response to 1. above.
Include your assumptions of and bases for the pertinent parameters used in the computation of the one-percent flood flow and water elevation.
If studies approved by Flood Insurance Administration (FIA), Housing and Urban Development Agency, or the Corps of Engineers are available for the site or adjoining area, the details of analyses need not be supplied. You can instead provide the reports from which you obtained the floodplain information.
3.
Identify, locate on a map, and describe all structures and filled in areas in the floodplains.
Include cross-sections of the river showing the filled in areas.

Discuss the hydrologic effects of all items identified in 3. above.
Discuss the potential for altered flood flows and levels, both up-stream and downstream. Discuss the effects of debris generated from the site on downstream facilities.

Provide the details of your analysis used in response to 4. above.
The level of detail is similar to that identified in item 2. above.
6.
If the results of the analysis indicate that flood levels have been increased by 1 foot or more, identify on a map and describe those areas effected by the higher flood levels.
7.
Discuss the impacts of the increased flood levels in the areas identified in response to item 6.
8.
Identify actions or alterations you propose to mitigate the effects identified in items 4. and 7.
Alternately, justify that mitigative action is not necessary.
