Reading, Pennsylvania 19603 Gentlemen:
This letter refers to a significant matter identified during our September 11 to 12, 1974 inspeccion of your licensed activities at your Three Mile Island 1 reactor facility.
Based upon telephone conversations with Mr. J. G. Herbein, Section Superintendent, of your organization and Mr. A. B. Davis, Senior Reactor Inspector, Region I, on September 13, 1974, and with Mr. R.
C. Arnold, Vice President of your organization and me, on September 16, 1974 it is our understanding that:
Immediate action has been taken to assure that security measures, in accordance with your Security Plan, are implemented when gates in the security fence are opened.
This letter confir=s immediate action taken by you to correct a matter of unusual significance.
If the above stated understanding is con-trary to your actions, we should be informed prceptly in writing. You may expeer to hear further from us regarding the enforcement aspects of this matter.
