It does not seem to me that Hugh Thompson's approach (draft -

Enclosure A) is a good one, or even viable.

I recommend you discuss this with office directore, and confirm the assignment of the lead to RES. A steering comittee of all offices chaired by RES would be a good idea. Wall already has some such assignment but so far has not been able to make any progress.
