Virginia Electric and Power Company submitted the annual report of Changes, Tests, and Experiments pursuant to 1 OCFR50.59(d)(2) for the year 2018 by an April 1, 2019 letter (Serial No.19-105). The letter provided the descriptions and summaries of the Regulatory Evaluations and a Regulatory Commitment Change Evaluation. Upon further review, it has been recognized that a Regulatory Commitment Change Evaluation was omitted from the report. This supplement to the annual report provides a summary of the additional Regulatory Commitment Change Evaluation in Attachment 1.

Commitment Change Evaluation Summary Original Commitment Summary:
Serial No. 19-105A Supplement to Annual10 CFR 50.59 Report Page 1 of 1 03/09/2017 In response to Generic Letter 89-13, "Service Water System Problems Affecting Safety-related Equipment," Surry committed (in letter Serial No. 89-572G, dated October 2, 1991) to replacement of the Charging Pump Lube Oil Coolers 1/2-CH-E-5A/B/C instead of maintenance. The commitment stated that cooler maintenance is accomplished by replacement.
Revised Commitment Summary:
Inspection and cleaning or replacement of the Charging Pump Lube Oil Coolers, as required, is performed.
Justification:
Inspection and cleaning or replacement of the Charging Pump Lube Oil Coolers, as required, is an effective maintenance strategy and meets the commitment made in response to Generic Letter 89-13. As a further enhancement, chemical injection has been installed in the Service Water System upstream of the Lube Oil Coolers. Since then, the coolers have shown a marked decrease in the amount of fouling. The ability of flushing to clean the coolers has been improved due to the chemical injection, and this has led to diminished silting levels seen in the as-found inspections of the system. The low amounts of silting allow for a strategy of inspection and cleaning or replacement, as required, that continues to meet the commitment in response to Generic Letter 89-13. Inspection and cleaning or replacement, as required, of the Lube Oil Coolers allows for the coolers to maintain their required margin.
