Dear Mr. Denton:
Baltimore Gas and Electric Co=cany hereby requests an Amendment to its Operating License DPR-53 for Calvert Cliffs Unit ?!o.1 vith the submittal of the following proposed change to the Technical Specifications.
TECH'!ICAL SPECIFICATIO:7 CEA'!GE Paragraph 3.6.2.1:
Add a footnote after the ACTION state =ent to say:
"For the period during cycle 5 operation containment spray loop IIo. 1 is considered operable with total primarf stress for D3E conditions less than 2.LS, where Sh is the allevable h
hot stress as defined in ASME 3'.PV Code Section III Subsection
- C."
DISCUSSIC:i A?!D Jt'STIFICATION As a result of our continuing evaluation of as-built piping required by IE Bulletin 79-1h, we discovered a location on Unit 1 Contain-ment Scray Systen which is highly stressed. Sis condition is caused by a support on spray ring !io. 1 which is mislocated relative to the designed location, resulting in a high strass point on the riser pipe. This over-stressed condition exists only if the Containment Spray Systen is filled with vater (i.e. spraying) coincident with a design basis earthquake. Se Summary Piping Flexibility Analysis is attached. Sese stresses are within the acceptable Level D Service limits of ASME Code Section III (paracrach 3611.2Ch), which has been incorrorated into the Work Plan being used by our architect-engineer for carrying out the requirements of Bulletin ~0-lh.
Sis Work Plan has been audited by :TEC I'2E Vendor Inspection Branch (Eecion
'.) in July 1960, documented in ?!PC letter to Eechtel Power Cornoration

dated August 27, 1980. The specific cuestien of acceptability of this 7 g interim criteria was evaluated by I'cE and ?EB/:3R, and the following A'

Eased on the above, we have determined that the use of the interim criteria of 2.hSh is acceptable and does not impair system operability.
This matter has been previously discussed with = embers of your staff.
SAFETY REVIEW This proposed modification to the Technical Specifications has been reviewed by our Plant Operations and Safety Review Co==ittee and Off-Site Safety and Reviev Cc==ittee, and they have concluded that granting the requested relief until the next scheduled refueling outage vill not cause an undue risk to the health and safety of the public.
FEE DFTERMI??ATIO:7 Pursuant to the provisions of 10 CFR Part 170 ve have determined that this request constitutes a Class III Amendment, and, accordingly, a check in the amount of 3h,000.00, corresponding to a Class III Amendment,
