Dear Mr. Ippolito:
Carolina Power & Light Company's (CP&L) letter of November 5, 1980 committed to provide the NRC with a schedule of required modifications in accordance with the criteria developed by the BWR Owners' Group Sub-group on scram systems by December 15, 1980. Your recent preliminary Safety Evaluation Report (SER) on the Sub groups' criteria contains some very prescriptive requirements for compliance with the criteria. Therefore, we do not feel that it would be effective for CP&L to develop detailed modification plans or schedules unt'.1 we have had an opportunity to review your final SER.
We will provide you with a schedule for required modifications within 30 days of our receipt of your final SER on the Sub-group criteria.
