This is in regard to your request to fesignate an additional safe haven on your aporoved spent fuel route pe your letter of December 21,199,
Subject:
Safe Havens.
For the purpose of spent fuel route tantingancy planning, NRC irradiated reactor fuel route survey teams have used the term, " safe haven," 5asically to designate an area that is well known to law enforcement personnel and that can be found easily and entered by an enroute shipment crew.
These basic features are desirable to facilitate law enforcement response to the location if assistance should be requested. Additional features considered by survey teams in identifying such areas are their closeness to law enforcement centers, the amount of parking, the availability of lighting and the accessibility of communications.
We have reviewed the information concerning the facilities and location of the terminal, as provided in your letter, and concur with the designatice of the particular location as a safe haven within the context of the above description. This designation does not relieve the driver and escort of their responsibilities to maintain surveillance of the transport vehicle, to continue communications notification during the period of the stoo (at least once every two hours), and to minimize the time stopped.
Since your request contains information of a type specified in 10 CFR Part 2.790(d), it is deemed to be comerical or financial information within the meaning of 10 CFR Part 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR Part 9.12.
For the same reason, the enclosure to this letter is being withheld.
