ENGINEERING GENERAL ELECTRIC COMPANY, P.O. Bo" 460, PLEAsANTON, CALIFORNIA 94566 DIVIS1ON March 12, 1980 Mr. Darrell G. Eisenhut, Acting Director Division of Operating Reactors Office of Nuclear Reactor Regulations U.S. Nuclear Regulatory Commission Washington D.C.

Dear Mr. Eisenhut:
SUBJECT:
Probability Analyses of Surface Rupture Offset Beneath Reactor Building General Electric Test Reactor - License TR-1-Docket 50-70 Attached is a rer. f t titled " Additional Probability Analyses of Surface Rupture Offset Beneath Reactor Building General Electric Test Reactor" which was performed as a result of suggestions made during our meeting with the Nuclear Regu'atory Commission (NRC) and its consultants on January 31, 1980.
The anaiyses were conducted to determine the effect of offsets occurring on an existing shear and between shears simultaneously.
Two approaches e re employed using conservative geologic input and qualitative assumptions ig the edel.
The best estimate annual probability wae found to be 1.2 x 10-0 and 1.0 x 10-6 for the two approaches.
It is the General Electric Company's position that based upon these results, surface rupture offset occurring beneath the General Electric Test Reactor (GETR) should not be considered as a design basis event.
We request that the attached report be reviewed promptly and any questions be resolved in advance of the meeting before the Advisory Committee on Reactor Safeguards 6CTR Sub-committee scheduled for April 18th and 19th, 1980.
g ery truly yours, V
