Dear Mr. Smith:

We have prepared a Safety Evaluation which reflects our review to date of your fire protection.

This evaluation identifies two areas of your program that are not acceptable, namely: Section 3.3 - Primary Containment Analysis, and Section 3.6 - Administrative Controls. These areas have been discussed extensively with your representatives, however, we hope that this safety evaluation will mere fully conrnunicate our reasons for finding these areas unacceptable.

Please inform us within 10 days of receipt of this letter of your comit-ment or non-comitment to the Staff positions expressed in Sections 3.3 and 3.6 of the enclosed Safety Evaluation.

As you are aware we have proposed rulemaking on the fire protection issue and expect that these positions will be required by the new rule with an implementation date of November 1, 1980.
