Proposed Changes to Radiological Technical Specifications Cooper Nuclear Station NRC Docket No. 50-298, DPR-46

Dear Mr. Ippolito:

In accordance with the provisions of 10CPR50.90, the Nebraska Public Power District requests that Radiological Technical Specification 4.9. A.2.c be deleted.

The specification presently reads as follows:

"Once every 18 months, it will be demonstrated that there is no undesireable interaction between the onsite power source (diesel generators) and the offsite power source (startup transformer) by simulating interruption and subsequent reconnection of onsite power sources to their respective buses. "

This request is based upon conversations with the staff (specifically Mr. Matt Chirimall) on October 10,

1979, and January 28, 1980. The present specification in question requires that the emergency diesel generators be tripped, restarted, and reloaded after the sequential loading test which is performed each refueling outage. The request for deletion is based on an attempt to minimize challenges to the Emergency Core Cooling Systems.

The test reouired by the subject specification is a test to verify the design of the electrical system control logic, rather than an operational performance test.

The preoperational testing performed at CNS verified the control logic design and it was determined that there is no undesirable interaction between onsite and offs' 3 power sources.

Since the design has not been changed, it is unnecessary to continue the design testing as a surveillance requirement of the Technical Specifications.

Mr. Thomas A. Ipplito February 26, 1980 Page 2 Your prompt consideration of this issue would be appreciated because continuance of this testing may degrade the overall effectiveness of the Emergency Core Cooling Systems.

The safety significance of this proposed change has been reviewed by appropriate District personnel and under 10CFR Part 170 this change has been judged to be a class II amendment. Payment in the amount of $1,200 is enclosed.
