Quality Assurance Requirements Regarding Diesel Generator Fuel Oil
Dear Mr. Eisenhut:
In response to the subject letter, Florida Power Corporation has performed a review of the Approved Bidders List, all ap-plicable Operating and Surveillance Procedures (OP-707, SP-354, and CH-351), and all applicable regulatory commit-ments.
In addition, discussions were held wi th the Plant Staff to determine if the Procedures were being implemented in accordance with the intent of the regulatory comnitment.
As a rest lt of our activities in this area, it has been deter-mined that diesel fuel oil is classified as safety-related and is, therefore, included in our Quality Program.
It was fur-ther determined that our procedural controls are adequate to meet the provisions of Regulatory Guide 1.137, " Fuel Oil Sys-tems for Stand-by Diesel Generators", and should, therefore, be acceptable to the NRC staff for complying with the Commis-sion's regulations regarding fuel oil systems for stand-by diesel generators.
