This will ac'<nowledge your letter of January 21, 1980 in which you denied our request for rectission of the imposition of civil penalty for an incident which occurred at Pilgrim Station on July 11, 1979.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice", Part 2, Title 10, Code of Federal Regulations, documentation of findings of our control and accounting procedures for safeguarding special nuclear materials and our facility security procedures are exempt from disclosure. We thereby request that this letter be withheld from public disclosure.
