D. Y. 20ss, Jr., Acting Director of the Diviaton of Project Xanage=ent, to :fr. W. L. Prof fitt regarding the installation of inspection ports on gne steam generators at North Anna Power Scation, Unter 1 and 2.
We have reviewed the NRC recomended action calling for the installation of inspection ports in eacn of the thrae sesam generators of North Anna Unit 2 prior to the start of commercial operation.
Westinghouse has informed us that installation of inapaction ports will require a =1n4=== of two conths.
After consideration of the recommended action, we have concluded that completion of the inspection port installation prior to the ct.rrently scheduled March 1980 fuel load data is not practical due to time constraints; furthermore, in view of the current astimates of
$350,000 per day for the fuel component of replacement power costs for nuclear units, it would be of granter benefit to our consumers to implement this action concurrently with a planned unit outage if and when the ports are needed.
As an alternative, we propose that the row 1 tubes in each of the three steam generators be plugged since enese tubes are the most susceptible to leakage. Our experience with installing inspection ports at Surry 1 has shown that they can be installed in all three steam generators with a personnel exposure of approximately 7.5 man-ren; therefore, if at some future date it beccess necessary to install the inspection ports, we will do so during a planned refueling outage.
