SUPPLEMENT-NO. 177 CATEGORY B REPORT San Onofra 2&3 Nuclear Station SHBush, EAMason ORAL ARGUMENTS BEFORE SAFETY AND LICENSING and full ACRS APEZAL BOARD Directorate of Licensing Report of June 14, 1974nconcerning oral arguments by Consolidated Intsrvenors (the intervenors) with Southern California Edison (the applicant) and the Regulatory Staff. Items of discussion included:
o Procedural Issue - intervenors claim that the ASL3 denied their right to due process of law o Consideration of San Clemente as Population Center--intervanors claim that San Clemente, not oceanside, should have been designated the population center Acceptability of Exclusion Area - intervenors claim that the o
exclusien area designated for the SO 2/3 site does not satisfy 10CFR Part 100 Use of U. S. Highway 101 for Emergency Planning and Evacuation -
o the intervenors claimed that U. S.101 was unsuitable as an emergency evacuation route o Seismology - intervenors claimed that their witness testimony clearly showed that the Safe Shutdown Earthquaka chosen for the SO 2/3 site was not adequate.
The above items do not appear to be settled and the Appeal Board will reconvene following receipt of. additional documentation.
The ACRS may sish to schs4ule a discussion of this matter at a forthcoming ACRS meeting.
