NAVE OF PREPARER

e TOLEDO EDISON COMPANY DAVIS-BESSE NUCLEAR PORER STATION UNIT ONE SUPPLEME' ITAL INFORMATION FOR LER NP-33-79-147 DATE OF EVENT: December 10, 1979 FACILITY: Davis-Besse Unit 1 IDENTIFICATION OF OCCURRENCE: Failure of the IBM System 7 Security / Fire / Radiation Computer The unit was in Mode 5, with Power (MRT) = 0, and Conditions Prior to Occurrence:

Load (Gross MWE) = 0.

Description of Occurrence: On December 10, 1979 at approximately 1030 hours0.0119 days
0.286 hours
0.0017 weeks
3.91915e-4 months
, the IBM System 7 Contact Data Logger f ailed, thus rendering the fire and radiation remote monitoring inoperable. This placed the unit in the action statement of Technical Specification 3.3.3.8 which requires an hourly fire patrol be established.

The Shif t Foreman declared the System 7 Computer inoperable and established a fire patrol to check all fire detection cabinets hourly.

Designation of Apparent Cause of Occurrence: The cause of the failure is an inter-mittent equipment problem which has not yet been determined by the station personnel involved or by the IBM service representative.

Analysis of Occurrence: There was no danger to the health and safety of the public or to station personnel. An hourly fire patrol was established.

Corrective Action

On December 10, 1979 at approximately 1444 hours0.0167 days
0.401 hours
0.00239 weeks
5.49442e-4 months
, the computer program was reloaded. The system was placed back in operation, removing the unit from the action statement of Technical Specification 3.3.3.8.

Work is continuing on phasing the System 7 Contact Data Logger per Facility Change Request 78-083.

out Failure Data: This is a repetitive occurrence. There have been five previously reported failures of the System 7 Computer, see Licensee Event Reports NP-33-79-11, NP-33-79-30, NP-33-7 9-46, NP-33-79-58, and NP-33-79-71.
