Matthews of the NRC, Division of Safeguards, at which time we were requested to return the superceded security plan for the So"th Texas facility (as forwarded by your letter of May 10,1978). Security Plans are deemed to be considered proprietary information and are withheld from public disclosun in accordance with 10 CFR 2.790(d)(1).

Enclosed, per the above request, are three copies of the above mentioned plan.

Our records indicate that one copy was previously returned to you and that one copy still remains on file within the NRC. Upon receipt of the remaining NRC copy, it will also be forwarded to you.
