SUMMARY
OF KEY EVENTS WEEK ENDING DECEMBER 21, 1979 Westinghouse Turbine Rotor Disc Cracks The staff has requested Westinghouse to provide, by December 21, 1979, an updated description of disc cracks observed during recent inspections.
Westinghouse has also been urged to establish an owners group for the purpose of providing additional infonnation to be sought by the staff and to expedite future inspections of turbines.
Point Beach Wisconsin Electric Power Co. has inspected (by eddy-current test) about 950 tubes in each steam generator.
19 tubes in "A" have detectable indications; 15 in "B".
All defects are located two inches or lower into the tube sheet.
Most indications are in the 90% defect range or higher.
Proposeo Reculations for Protection of Transient Shioments As a result of the recently ratified Panama Canal Treaty, it was determined that any ship that docks after or before transiting the canal would be under the sovereign jurisdiction of Panama. Therefore, the United States has no enforcement authority or jurisdiction over transient shipments that dock in connection with the Panama Canal.
Table S-3 Vodate Recort The draft of the main body of the updated Table S-3 backuo report, Environ-mental Survey of the Uranium Fuel Cycle, was received from the contractor, the NUS Corporation.
Five appendices to the report, containing details of all analyses and calculations, will be delivered in inco.;lete form on December 20. The work has been stopped pending resolution of contractual problems relating to costs and funding.
Jaoanese Nuclear Power Plant Given Go-Ahead After 12 Years The local government of Onagawamachi, Miyagi-ken, Jaoan, on December 9,1979 gave the Tohoku Electric Power Company the go-ahead to construct a nuclear power plant in the city which had been delayed for 12 years because of strong local opoosition. Officials of the utility have said construction work will start late this month.
Program Develcoment The SF staff met with IE and Dr. Ralph DiSibio, Director of the Nevada Department of Human Resources and reached agreement that NRC and the State of Nevada would negotiate a contract whereby the State would perform surveillance of radioactive material in transcort. We agreed that NRC wculd work with the State to conduct a meeting on the packaging and trans-cor:ation of radioactive waste with the States of Nevada, Washington and South Carolina and representatives of the waste generators, shippers and haulers carticipating.

OFFICE OF NUCLEAR REACTOR REGULATION WEEKLY ITEMS OF INTEREST (Week Ending December 21,1979)
Calvert Cliffs 1 As reported in the daily highlight of November 7,1979, the staff has been following the operational results of the crud buildup in the top of the Calvert Cliffs-1 core.
These results have been a slow decrease in core AP -
(from 15.5 to 14.7 psi,1 psi above normal); the axial shape index (above predicted neutron flux in the bottom of the core) and the peaking factors.
These parameters are still above normal values.
Baltimore Gas & Electric (BG&E) has operated the unit at 50% power level for about three weeks and then slowly increased to 70% power level.
Core physics parameters have been evaluated at both the 50 and 70% power levels.
Although increased lithium concentration has been used, core o P and flux shape are not returning to normal.
BG&E is proposing the addition of hydrogen peroxide during shutdown with the reactor coolant system at about 200 F.
Tne staff has requested a presentation on this chemical cleaning procedure before use at the Calvert Cliffs unit.
Browns Ferry Unit No. 3 On December 6,1979, Browns Ferry Unit No. 3 (BF-3) started up from a refueling outage.
An acceptable containment leak test had been completed prior to startup.
On December 11, 1979 the unit was at about 30% power conducting startup surveillance tests when it was noted that they were using an unusual amount of nitrogen to maintain the differential pressure between drywell and torus.
Investigation disclosed that there were three loose bolts on one of the equipment hatches allowing escape of gas.
Both TVA and the IE resident inspectors are investigating to determine when the bolts were loosened and by whom.
Ginna Further testing of the 4-inch diameter pressurizer nozzle to safe end weld, following the initial dye penetrant tests that revealed linear indications, confirmed that a flaw existed in the 309 stainless steel weld butter. The flaw in the schedule 160 pipe, described in a recent daily highlight, was 1/8 inch in depth.
It was removed by grinding, repaired by gas arc welding, and satisfactorily inspected in accordance t
with ASME Section XI recuirements. The licensee has comitted to reinspect the weid during the scheduled spring 1980 refueling outage.
The licensee has performed licuid penetrant inspection of all the nozzle safe ends en the pressurize-top as well as 24 additicnal welds in the piping.
No other relevant indications were found.
The staff concurs with the licensee actions.

OFFICE OF STANDARDS DEVELOPMENT IMPORTANT EVENTS FOR THE WEEK ENDING DECE"BER 21, 1979 1.
Meetinos with EPA on FRC Guidance for Radioactive Waste Disposal Criteria:
K. R. Goller and J. B. Martin met with D. Rosenbaum and R. J. Augustine (EPA) to discuss the FRC Guidance for Radioactive Waste Disposal Criteria which EPA is developing with the help of an interagency work group. These criteria are intended to be applicable to all types of radioactive waste, i.e. mill tailings, low level and high level wastes. They are very general and philosophic in nature and are intended to be supplemented by EPA " standards" on each of the different types of waste. The meeting with Rosenbaum was intended primarily to obtain additional information relative to indications that we had received that EPA may not publish these criteria. We would not be opposed to such a decision because of the problems that remain in finializing the criteria (many of which result from the criteria being intended to apply to all types of radioactive waste) and the fact that specific, detailed standards on each of the different types of waste have been or are being developed by both EPA and NRC. Rosenbaum advised us that EPA has not yet decided whether it will publish the criteria but that they would like to continue developing them and that they expected to make a decision on publication within the next week or two.
Immediately thereafter, representatives from NPC, EPA and DOE participated in a meeting of the Interagency Working Group (IWG) for these criteria (Federal Guidance for Radioactive Waste Disposal Criteria).
Both the NRC and DOE expressed numerous comments on EPA's draft #21 of the criteria.
EPA indicated that they would prepare another draft of the criteria which reflects these comments and the written, more detailed comments which both NRC and DOE said they would submit within the next few days. They made no commitment as to when such a new draft would become available, but acknowledged that this could be influenced by what EPA's decision is on publication of the criteria.

OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending December 21, 1979 Action Plan Working Group Meetino The U.S. Action Plan Working Group (APWG) met at the State Department on December 18, 1979, to discuss the status of a number of joint IAEA safe-guards improvement activities. A principal item of discussion was a contract which is being managed by NMSS to develop information and guidelines far the design of various types of nuclear facilities (except enrichment plants) in a manner to facilitate safeguards. Battelle has initiated work on the project; the design features are expected to be ready for interagency review by February 1981. DOE is sponsoring a similar effort for centrifuge enrichment facilities.
DOE Escort Vehicle Develocment Procram On December 18, 1979, members of the Technical Planning and Information Branch, Division of Safeguards, met with representatives of the Office of Military Applications, Department of Energy (DGE) for exploratory discussions concerning the status and results of the DOE escort vehicle development program.
In response to NRC's request, DOE has agreed to provide additional specifics in the near future on vehicle performance and cost.

Therefore, the United States has no enforcement authcrity or jurisdiction over transient shipments that dock in connection with the Panama Canal. Accordingly, references to proposed amendments to Panama Canal Con.pany (now the Panama Canal Commission) regulations in support of NRC shipment regulations have been deleted from the text of the supplementary information portion of the proposed rule.

Items of Interest 2
ACRS Meetina Waste Management staff attended the ACR5 meeting on December 18, which was concerned with waste research by DOE, EPA, USGS and NRC and the interactions among these groups.
Interest in the NRC presentation centered on low-level waste. There was discussions of steps being t'aken to improve the form and condition of material delivered to repositories. The progress in encouraging state initiatives on new repositories was also described.
Meetina with Conaressman Heftel Fuel Cycle and Safeguards representatives met with Ccngressman Cecil Heftel of Hawaii concerning spent fuel storage in the Pacific Basin.
NRC staff have not been party to the Department of State and Department of Energy initiatives regarding multinational storage of spent fuel in a Pacific Basin installation, but have acted as observers providing licensing criteria information to the Departments of State and Energy. Congressman Heftel is planning on holding hearings on this subject the week of December 24, 1979, in Hawaii.
In view of lack of substantive NRC involvement, he does not plan to call on NRC to provide witnesses or testimony.
NFS - West Vallev DOE has published a Federal Recister Notice stating its intent to prepare an EIS to address i=ctilization of the NFS high-level liquid radioactive wastes. A public scoping meeting has been scheduled for February 2,1980 to idantify significant environmental issues and the appropriate sccpe of the EIS. The Notice states that the conceptual design phase will be funded by the Federal Government and notes that the detailed design, procurement, construction and operation phases for the project could be either funded by tne Government or cost-shared with New York State.
The Notice identifies the preferred alternative as removal of the waste from the storage tanks, i=obilization to a fem suitable for shipment to a repository (interim stcrage onsite if necessary), followed by decontamination and cecommissioning of the facilities used in connection with the project.

NFS - West Valley Members of the FC staff along with a consultant from the Oak Ridge National Laboratory (0RNL) met with Nuclear Fuel Services, Inc. (NFS) at the West Valley reprocessing plant to discuss the licensing of process operators at the site. NFS described their ongoing training program which has been emphasizing the surveillance activity at the site.
Kerr-McGee Decommissionina and Stabilization Plan - West Chicaco Facility On~ November 18, W. A. Nixon of the NMSS staff attended a town meeting in West Chicago, Illincis, at which the city's consultant, Dr. Eli Port, presented his comments on the Kerr-McGee Decommissioning and Stabilization Plan for the West Chicago facility. This plan is currently under review by NMSS prior to taking licensing action. During the meeting the 70 privately owned sites containing thorium residuals in West Chicago were also discussed. These sites have been evaluated and are described in the Argonne National Laboratory report (NUREC/CR-0413) which was prepared for IE, Region III.
Table S-3 Uodate Report The draf t of the main body of the updated Table S-3 backup report, Environ-mental Survey of the Uranium Fuel Cycle, was received from the contractor, the NUS Corporation.
Five appendices to the report, containing details of all analyses and calculations, will be delivered in incomplete form on December 20. The work has been stopped pending resolution of contractual problems relating to costs and funding.

This action precipitated court affinnance of a GSA determination not to transfer the land proposed for construction of these units from the federal government to the Applicant.
Rancho Seco Nuclear Generatina Str. tion On December 19, 1979, the Appeal Board, having determined that the issue is one of "important public interest," agreed to review on referral a ruling of the Licensing Board that declined to admit a contention on emergency planning. The Appeal Board stated that the referred issue involves a question of law and asked the parties to be prepared to discuss the relevancy, if any, of the December 13, 1979 amendments to the energency planning regulations proposed by the Commission.

ITEMS OF INTEREST OFFICE OF INTERNATIONAL PROGRAMS WEEK ENDING DECEMBER 21, 1979 INTERNATIONAL COOPERATION Japanese Nuclear Power Plant Given Go-Ahead Af ter 12 Years The local government of Onagawamachi, Miyagi-ken, Japan, on December 9,1979 gave the Tohoku Electric Power Company the go-ahead to construct a nuclear power plant in the city which had been delayed for 12 years because of strong local opposition. Officials of the utility have said construction work will start late this month.
For permitting the plant's construction, the local government and the local residents will receive 1,350 million yen as " cooperation" or " gratitude" money. They had been demanding 2 billion yen.
Foreign Visits On Monday, Senator Stan Collard of the Australian Parliament and Ronald Knight, Counsellor (Atomic Energy) of the Australian Embassy, met with R. J. Mattson, DSS, to discuss TMI lessons learned.
On Monday, a six-member delegation headed by Dr. Kemal Effat, Chairman of the Eqyptian Atomic Energy Commission, met with Chairman Ahearne, Commissioner Kennedy, Commissioner Hendrie, V. Stello of IE, J. D. Lafleur of IP, cnd C. Stoiber of OGC.
On Tuesday, Mr. Seiji Saitch, Assistant Director of the Disaster Prevention Division of the Tokyo Fire Defense Agency, met with M. Sanders of SP to discuss emergency planning regulations, and B. Weiss of IE to discuss the role of the IE Operations Center during TMI.

ITEMS OF INTEREST WEEK ENDING DECEMBER 21, 1979 Procram Develcoment The SP staf f met with IE and Dr. Ralph Disibio, Director of the Nevada Department of Human Resources and reached agreement that lHRC and. the State of Nevada would negotiate a contract whereby the S tate would perform surveillance of radioactive material in transport.
We agreed that NRC would work with the State to conduct a meeting on the packaging and transportation of radioactive waste.
Participants will be the States of Nevada, Washington and South Carolin'a along with representatives of the waste generators, shippers and haulers.
The NRC and DOT will also participate.
SD, NRR, EDO and SP are holding regional workshops for State and local governments and utilities to discuss the proposed emergency planning rulemaking, tying nuclear plant operation to an NRC concurred in State and local radiological emergency response plan.
The workshops are planned for 1/15, New York City; 1/17, San Francisco; 1/22, Chicago, 1/24, A tlan ta.

Emercency Precaredness On December 18, 1979, E.

McPeek attended a meeting at ossining, New York to discuss upgrading of emergency planning for the Indian Point site as a member of the NRC Emergency Planning Task Force.
The meeting was open to the public with officials of the Consolidated Edison Ccmpany and the Power Authority of the State of New York in attendance.
New York State and local officials were also present.
The public comment period vas scheduled frem 7 to 9 PM but lasted six hours.
