Review of these TACS completed By memo of August 27, 1979 from S. Bryan to W. Gammill, i&E identified two concerns related to the Brunswick fire protection program, and requested G review of these. The first of these related to the Bruns ick technical specification on penetration fire barriers that allows use of a fire watch for an unlimited period of time when penetration fire barriers are non-functional. We concur with I&E's recxpendation that this specification should be upgraded to the same requirements as are included in the Standard Technical Specifications including a time limit on non-functional penetration fire barriers.
The second item in the above I&E memo concerned the need for providing supervision features in the circuit for the valves that are normally closed but would have to be remotely operated from the control room to supply water to the reactor building standpipe system.
I&E notes that NFPA-14 calls for supervised circuits for operation of such valves and reconnends that these circuits be upgraded. We concur with I&E's recommendation; CP&L should be requested to make this circuit electrically supervised.

v-T. Ippolito NOV 141979 In addition, by letters of September 11 and October 16, 1979, CP&L proposed a revision to the design of the sprinkler system for the Diesel Generator Building basement level (El. 2 ft) and the Service Water Building basement level (El. 2 ft).
CP&L had originally committed to install these systems in accordance with NFPA-13.
To provide improved protection against an exposure fire, CP&L will provide:. (1) sprinkler heads at the ceiling level in accordance with NFPA-13 except where interferences exist such as cable trays or structural members; (2) sprinkler heads at lower elevations with heat collectors where interferences exist; and (3) sprinkler heads below cable trays to protect from an exposure fire. We find that this change will improve fire protection for these amas and does not affect the bases for our conclusions in the fire protection SER of November 22, 1977 and supplement of April 6,1979.
Accordingly, the proposed change is acceptable.
