o GLEN ELLYN,ILLINOls 60137 NOV 3 01979 Docket No. 50-346 Toledo Edison Company ATTN:

Mr. Richard P. Crouse Vice President Energy Supply Edison Plaza 300 Madison Avenue Toledo, OH 43652 Gentlemen:

As a result of the recent accident at Three Mile Island, the NRC is requiring the installation of emergency phone lines:

OPX (operations) and SS-4 (health physics).

The purpose of the SS-4 lines is to relay health physics information and decisions during an incident. These lines can also be used to relay routine, day-to-day health physics information. These phones are to be dial-up, not automatic ringing.

Locations required are the health physics office (or office where health physics decisions and information will be made and evaluated during an incident); emer-gency operations center (EOC) and any alternate E0C's; and the resir'ent inspector's trailer.

It is recommended that one also be installed in the Control Room.

These lines do not require back up power to be provided.

If you have any further questions, contact this office at 312/932-2500.

Sincerely, h

a
