MET ED Basis for Decision:
Approval of application would authorize all future irradiation of reactor vessel surveillance specimens representative of the TMI-l vessel in TMI-2. According to the application, the exposure of the TMI-l specimens would not exceed the exposure of the TMI-l vessel until the period of 1982 to 1984. Thus, any tests performed on these specimens prior to this period would not conservatively represent the properties of the TMI-l vessel.
Further, based on data received from B&W, the critical,, elds in the TMI-l vessel will reach the 50 ft-lb upper shel ergy limit in 1982. Thus, according to the plan proposed in the application there would be no monitoring of this material prior to reaching this limit.
Based on the above, it is concluded the proposed changed would involve a significant hazards consideration, by potentially decreasing a safety margin.
