SUBJECT:

LESSONS LEARNED-STATUS OF LONG TERM PROGRAM The purpose of this memo is to provide a brief status sumary on each activity and review area of the Lessons Learned Task Force.

The work load has increased due to initial redirection toward implementation mainly for the OR's and better development of the long term tasks. There will be some near term matters that will affect the availability of Task Force members for work on near term OL's.

The current status of the major work areas is sumarized below:

1.

Long Term Lessons Learned It was believed that draft inputs for the report would be completed by September 10, 1979. This was changed to the 17th because of work require-ments still involved with tha Task Force short-term actions.

(Note:

While considerable work was accomplished the 17th was also optimistic.)

The most significant area that we need to deal with concerns the matter of hydrogen and whether a new design basis type event will be developed.

Warren Minners' group is working on this. A meeting was held Monday the 17th to disc"ss their proposal with the Task Force. The Task Force recom-mended that the matter of dealing with events beyond the current design basis be considered in the final report. This action was taken to bring the matter to your attention. The basis for the action lies in the basic concern that prevention by itself may not be sufficient.

ACRS Letter dated August 14, 1979 I have discussed this action briefly with Saul Levine to develop a program to deal with the 12 recomendations which involve quite a lot of new staff effort. Comissioner Ahearne requested a status report on where we are on dealing with the ACRS recomendations. A memo was prepared that indicated we would be better prepared to answer his question sometime in Mid-October because of other pressing TMI-2 actions.

It is believed that the approach should be based on one involving risk selection and prioritization of each of the recomendations. We need to meet with ONRP. and Research soon to discuss the program we will follow.

Some suggestions include USI and a risk prioritization of dealing with them.

Operator Training See note from Ed Case attached to memos from D. Eisenhut and N. Moseley (Aug.29,1979) that contained some new insights into plant operations.

I have John Olshinski, Gary Holahan and Jim Milhoan looking into this action. The bottom line appears to call for us to make some new and stronger recommendations concerning operations in our long term report.

We have set-up a meeting with Ed Case for Tuesday the 18th to discuss the Task Force views.

AIF Subcomittee - General Safety Criteria Gary Holahan and I attended a meeting on September 14, 1979 at AIF where we sh: ed the current status of " lessons learned." We made suggestions that industry look into question of hydrogen and accidents beyond the classic Chapter 15 types.

I believe we need more discussion with them on this aspect; i.e., preventi. vs. mitigation.

IE Letter to Sen. Udall Letter from Sen. Udall raised questions as to possible inconsistancy between NUREG-0578 and 0600 regarding TMI-2 Emergency Procedures and reactor coolant 2

pump operation past LOCA.

Discussions are now in pr>gress between B0-L -IE to resolve differences. This may need higher level of management interaction.

Current efforts involve working with Denny Ross to revise proposed IE letter in certain areas to be more accurate in stating judgements as to possible acts by the operators at TMI-2.

Hearing on 19th with Congressman McCormick 2

I prepared L testimony for PSB for the upcoming subcomittee hearing scheduled for 9:30 a.m. on Wednesday, September 19, 1979 at the Rayburn Building.

Chauncey Starr and Harold Denton have been invited to testify along with some industry representatives.

L Regional Meetings on Short Term Actions Plans are being finalized for the upcoming four regional meetings scheduled to start the 24th and end on the 28th. The meetings will be held in King of Prussia 24th, Chicago 25th, Las Vegas 26th, and Atlanta 28th. Our team will include Lake Barrett, Jose Calvo, Gary Holahan, John Olshinski, Tom Telford and myself.

We have scheduled a dry run for Tuesday the 18th at which time we will go over our material which includes better definition of what we would review before or after implementation and whether the hardware must be safety grade or not. The various Directors in ONRR have been invited to this meeting.

A meeting with the various owner's groups has been set for 9:00 am on September 20, 1979 to discuss short-term lessons learned implementation.

Near Term OL Actions and TMI I have started to develop some preliminary thinking regarding the establish-ment of review teams to cover some of the new licensing actions.

Because we are an interdisciplinary group, the team approach becomes difficult so we will need to improvise somewhat.

Also Jose is leaving in October so we'll need a new I&C man to help out in this important area.

For planning purposes we are estimating about 6 man months per case to do 0578.

LC0/Rulemaking This effort is starting off slowly and does not appear to have sufficient push to improve the situation. The current schedule by OSD calls for the Comission to see the rulemaking paper sometime in June 1980. A recent memo from V. Stello to R. Minogue indicates his disagreement.

I understand that our position will be to include this as another option.

I have Bob Cudlin following this action to see if we can't do some innovations to improve the schedule.

10. General Meetings a.

We met with representatives of the NAS to see if there were areas where some help could be provided. At this time, the human factors aspect looks promising. Not too sure about the other part yet, b.

Public Research Corporation came in to discuss a comunication link type system suited to crisis-management. Sounds interesting so we told them to talk to IE and Research and we will follow-up.

ilet with OMB people on FY 80/81 budget material. Harold led and it went quite well.

Met with Saul Levine and NRR management to go over Saul's thinking about use of event trees on expanded basis for upcoming SER's.

Denny Ross will be point of contact for NRR.

ACRS meeting er.heduled for October 30, 1979 on Diablo Canyon and Zimer.
