APPENDIX A NOTICE OF VIOLATION Metropolitan Edison Company Do::ket No. 50-320 This refers to the inspection conducted by representatives of the Region I (Philadelphia) office at the Three Mile Island (Unit 2) Nuclear Power Station, Middletown, Pennsylvania, of activities auttorized by NRC License No. DPR-73.
During this inspection conducted on May 30 - June 13, i979 the following apparent items of noncompliance were identified:
A.
10 CFR 50, Appendix B, Criterien V, states:
"Ac':ivities affecting quality shall be prescribed by documented instructions...and shall be accomplished in accordance with these instructions..."
License procedure 1410-Y-26 states in paragraph 6.2.1:
" Area Preparation:
Shall be clear of accumulations of combustibles such as trash, rags, etc."
Contrary to the above on May 30, 1979 combustible trash and unnecessary lumber were accumulated in the fuel storage area while major modifications were underway.
This item is considered to be an infraction.
B.
10 CFR 50, Appendix B, Criterion V, states:
"A::tivities affecting quality shall be prescribed by documented instructions...and shall be accomplished in accordance with these instructions..."
Licensee procedure 1410-Y-26 states in paragraph 6.2.7:
" Appropriate fire extinguishers shall be readily accessible at the work location".
Contrary to the above on May 30, 1979 welding operations were in progress in the fuel storage area without fire extinguishers in the area.
This item is considered to be an infraction.
