Dear Senator Hatfield:
Your May 10, 1979 request to the Department of Energy for comments-on a letter from Mr. William J. Palmer was forwarded to us for reply.
Mr. Palmer expressed concern regarding the fate of the water inside the Three Mile Island Nuclear Station Unit 2, Containment Building.
To date no highly contaminated water from within Unit 2 Containment has been released. The enclosure provides additional information regarding the contaminated water which may be useful in responding to Mr. Palmer's letter.

ENCLOSURE TdREE MILE ISLAND NUCLEAR STATION UNIT 2 CONTAMINATED WATER To date, no highly contaminated water from within the Unit 2 containment or primary system has been processed or released.
Prior to any processing or release, Metropolitan Edison will be required to evaluate alternate methods of water cleanup and disposal or discharge. The plans and alternative analysis developed by Metropolitan Edison will receive a detailed review by the NRC in order to ensure that liquid waste processing and disposal or discharge operations will be within the limits specified in our regulations. All of the written material associated with this review will be made available to the public. An example of the type of evaluations that will be performed is that prepared by the NRC staff concerning the use of EPICOR-II to process contaminated water from the auxiliary building. This assessment only addresses the processing water and not the disposal of water.
Prior to disposal, another assessment will be prepared to evaluate the alternative means for disposal of decontaminated water. A copy of the Environmental Assessment is attached.
The NRC has approved a TMI procedure which permits the release of liquids containing only low or nondetectable levels of radioactivity to the Susquehanna. As a result of these releases, the levels of radioactivity in the Susquehanna are indistinguishable from existing background levels at public water supply intakes from the river. This has been confirned by independent measurements made by the NRC, Environmental Protection Agency (EPA), and the Conmonwealth of Pennsylvania.

Recovery operations at Three Mile Island Plant are the responsibility of the licensee, Metropolitan Edison, under the purview of the Nuclear Regulatory Commission. Accordingly, by copy of this letter we are transmitting your request with Mr. Palmer's letter to the Nuclear Regulatory Commission for their response to you.
