Location TMI Date August 6,1979 To J. E. GUERIN This memorandum responds to Item 9.b(4) of the July 12, 1979 iniormation request by the Nuclear Regulatory Commission's ("NRC")

TMI Special Inquiry Group.

Item 9.b(4) asks the identity of the personnel within Metropolitan Edison Co. (" Met-Ed") responsible for the development and implenentation of the program for selection of operators and the program for training of operators.

The job classifications and requirements for Control Room Operators and Auxiliary Operators were developed in 1969 through negotiations between representatives of Met-Ed and the labor unions.

While the Auxiliary Operator "B" and "C" classifications were created at that time, these classifications were not implemented until 1975 when the current program for NRC Licensing of Control Room Operators and recruitment and progressive training of Auxiliary Operators "C"

was put into effect.

A number of Met-Ed officials have been involved between 1969 and the present time in developing the operator selection program; R. C. Arnold and I are among the principal officials who have participated in this process since its inception.

Current implementation of the cperator selection and training program is as follows. The decision on whether to hire a Control Room Operator or Auxiliary Operator "C" is usually reached by consensus among those interviewing the applicant, i.e_. perso s i nnel 7908280TN8.

If the applicant is being considered for a position at a specific unit, the Supervisor-Station Operations for that unit makes the final decision on the applicant.

From January 1, 1978 to the present the Supervisor-Station Operations fc r TMI Unit 1 has been M. J. Ross, and for Unit 2 it has been J. R. F',oyd.

The training program was developed by a committee consisting of R. C. Arnold, D. Hetrick and R. W. Zechman in 1975 in response to the operator requalification requirements set forth in 10 CFR 55.

The training program implementation for Contro' Room Operators and Auxiliary Operators is administered by the Training Department, headed by R. W. Zechman, Supervisor-Training who at the time of the accident reported to G. J. Troffer, Manager-Quality Assurance who in turn reported to J. G. Herbein, Vice President-Generation.
