GUERIN This memorandum responds to Item 9.b(3) of the July 12, 1979 request for information by the Nuclear Regulatory Commission's ("NRC")

TMI Special Inquiry Group.

Item 9.b(3) asks Metropolitan Edison Co.

(" Met-Ed") to provide a description of the bases for and/or programs for selecting or recruiting operators.

Met-Ed utilizes two methods for filling Control Room Operator and Auxiliary Operator positions: promotion and training from within Met-Ed, and recruitment from outside the company. Whenever possible, Met-Ed prefers to promote from within through the training program discussed below. However, from time to time it is necessary to recruit outside personnel because qualified in-house applicants are not available.

In-House Training Program. Met-Ed has implemented a program for filling Control Room Operator and Auxiliary Operator positions in-house through gradual promotions in a three-step training program. This mode of job progression is as follows.

The entry level position for the training program is Auxiliary Operator "C".

This position is filled through posted invitations for bids under Met-Ed's posting program. A copy of the bid invitation is attached as Appendix 1.

The bid invitation summarizes the requirements of the position; those requirements are fully described in Appendix 2, also attached.

An applicant bidding for an Auxiliary Operator "C" posicion must meet the requirements of the job, pass a written mathematics test, undergo physical and psychological examination, and be interviewed by members of the Personnel Department and the Supervisor-Station Operations for each of the two TMI units; if the applicant is hired, he is then assigned to work on one of the units and trained specifically for it.

If the applicant is from outside Met-Ed, he is also interviewed by members of the Training Department. Applicants are selected on the basis of experience and educational, physical and personal qualifications.

The Auxiliary Operator "C" position is a limited-term job. Within one year of having been selected for this position, the employee must have learned the duties of the next higher level position, Auxiliary Operator "B".

At the end of the year, the employee is given practical and written examinations to determine whether he is qualified for promotion to Auxiliary Operator "B".

If, at the end of the year, the employee is found unqualified to become an Auxiliary Operator "B", he does not remain in the Auxiliary Operator "C" position but is reassigned to whatever position he held before entering the program.

The Auxiliary Operator "B" position is also a one-year job.

In the course of that year, the employee is expected to learn the duties of the next higher level position, Auxiliary Operator "A".

At the end of the year, the employee undergoes practical and written examinations to determine whether he is qualified to become an Auxiliary Operator "A".

If found qualified, he is automatically promoted.

If not qualified, he does not remain as an Auxiliary Operator "B", but is reassigned to the position he held before entering the program.

An invitation for bids for the Auxiliary Operator "A" position is attached as Appendix 4.

A description of the duties and requirements of this position is included in Appendix 5.

Although, at one point in the past, it was possible for employees to bid directly for Auxiliary Operator "A" positions, this aspect of the bidding procedure was dis-continued about three years ago when the current training program was instituted. The Auxiliary Operator "A" position is one of indefinite duration; however, a person holding this job is expected to be interested in and prepare for the next higher level position, i.e. Control Room Operator.

A person with at least six months experience as an Auxiliary Operator "A" (and overall 2 years experience as an Auxiliary Operator) is eligible to bid, if he desires, for a Control Room Operator job.

The posted invitation for bids for the Control Room Operator position is attached as Appendix 6; a description of the duties and requirements of this position is attached as Appendix 7.

Selection among qualified bidders for the Control Room Operator position is made on the basis of seniority.

The person selected for the job undergoes a nine-month licensing training program administered by the Training Department. This program culminates in his taking oral and writtea examinations, after which he is given the Nuclear Regulatory Commissi n's ("NRC") written and oral licensing exams.

If he passes the exams, he is permanently assigned to the Control Room Operator position.

If he fails the exam twice, he is returned to the Auxiliary Operator "A" classification and will be required to re-bid for the Control Room Operator position and demonstrate that he has upgraded his qualifications sufficiently to be likely to pass the NRC exam.

Recruitment.

If a Control Room Operator is recruited from outside Met-Ed, the company contacts amployment agencies to seek referrals of possible candidates for the jcb. These candidates are pre-screened for

GUERIN PAGE 3 JULY 31, 1979 compliance with minimum applicant qualifications, which are control room operator experience or other similar training (such as Navy Nuclear training and Instructor / Supervisory experience). Those applicants deemed to meet the minimum qu:alifications of the position are interviewed, and selection among them is made based on the best combination of experience and educational. physical and personal qualifications. An applicant selected through this process is enrolled in the nine-month licensing training program described above.

Applicants from outside Met-Ed are also recruited for Auxiliary Operator "C" positions. The res uitment process is similar to that for Control Room Operator.

For either type of position, failure to pass the NRC licensing exams (in the case of a Control Room Operator) or the examinations for promotion to Auxiliary Operator "B" or "A" (in the case of an Auxiliary Operator "C") results in the discharge of the newly hired employee.
