SUBJECT:

PLAR!ED AT THREE MILE ISLMID UNIT 2 on May 3, 1979, Greg Scith of RI informed me of cancerns relayed to him by an individual who desired to remain anonymous and did not want ts % e an allegation, but who felt that there may be inadequacies in the construction around the Auxiliary Decay Heat Removal System.

The specific concerns expressed were:

16" walls; no ventilation; no negative pressure; no pump sump; no level alar =; and penetration of the Centainncnt Building.

RI review of these concerns was conducted.

The plans for the construc-tion are prelimina.ry.

But the design criteria do call for a seismic structure designed to withstand aircraft impact.

The preliminary the drawings currently available do show 16" walls below grcund, but above ground surf aces are much heavier (30" - 36").

No plans are yet available to show the drainage syste=, but there will be one.

A level alarm will be provided.

There will also be a ventilation system with charcoal filtering, but pressure characteristics have not yet been specified.

Fenetration of the Containment Building is not involved, but sece of the construction will abut the Containment.

It NRC review will enccupass both design and construction adequacy.

is too early to say what specific features will be provided or con-sidered acceptable, but the concerns expressed are all considerations w W h will receive specific NRC evaluation.
