g Office of the Governor State Capital Sacramento, Ca. 95814 Dear Governor Browns In light of the fact that the Diablo Canyon Nuclear power Plant presents a serious hazard to the people of Santa Barbara County in case of a major accident, we, the Santa Barbara County Democratic Central Com-mittee, request that the Public utilities Commission withhold issuance of a " certificate of necessity" for the plant until Santa Barbara County can devise an emergency evacuation plan.
Since the Diablo Canyon Nuclear Power Plant is scheduled to be fired up by June 1979 and presents an immediate danger due to the Hosgri Fault, it is important that Em erg ency Evacuation plans be prepared as soon as possible.
We therefore request that consideration of this matter be placed on your agenda promptly.
