NOTICE OF VIOLATION Based on the results of an NRC inspection conducted during the period February 12 through March 18, 1979, it appears that one of your activities was not 'onducted in full compliance with NRC regulations and the conditions j.

The facility Technical Specifications states in part that
" Written procedures shall be established, implemented, and maintained covering the activities referenced below:

Surveillance and test activities of safety-related equipment."

~7 Contrary to the above, written procedures have not been estab-lished to control the degrading of safety-related Class 1E components by the installation of non-Class 1E test equipment as resulted in the failure of Channel B Core Protection Calculator on January 25,1979 (Licensee Event Report 50-368/79-11).
