Gentlemen:

This refers to the inspection conducted by K. H. Besecker of this office on

April 11-13, 1979, of activities authorized by NRC Construction Permit No.

CPPR-72 at Sequoyah Nuclear Plant and to the discussion of our findings held

with J. M. Ballentine at the conclusion of the inspection.

The area examined during this inspection was your physical protection program

and its implementation. Within this area, the inspection consisted of selec-

tive examinations of procedures and representative records, interviews with

personnel and observations by the inspectors as relates to your requirements

for obtaining an operating license.

Within the scope of this inspection, no items of noncompliance were disclosed.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, activities involving safeguards and

security measures are exempt from public disclosure; therefore, the enclosed

inspection report with the exception of the report cover page, which is an

inspection summary, will not be placed in the Public Document Room.

Should you have any questions concerning this letter, we will be glad to

discuss them with you.
