In response to ycur letter of March 14, 1979 and in accordance with 10 CFR 2.201, the attached reply addresses the Notice of Violation which was included as Appendix A of the referenced Inspection Report. The noted violation was the failure to maintain records of maintenance surveillance testing.

DUQUESNE LIGHT COMPAh"f Beaver Valley Power Station Unit No. 1 REPLY TO NOTICE CF VIOLATION Inspection No. 79-04 Letter Dated March 14, 1979 Description of Deficiency (79-04-01)

Technical Specification 6.10.1.d states, in part, "The following records shall be retained for at icast 5 years: . . . d. Records of surveillance activities, inspecrians and calibrations required by these Technical Specifications."

Contrary to the above, it was determined on February 15, 1979, that the surveillance activities listed below and required by Section 4.3 of Technical Specifications were performed during the periods indicated but the completed procedures and associated data have not been maintained.

-- Maintenance Surveillance Procedure (MSP) 6.13, P456 Pressurizer Pressure Protection Channel II Test, February 22 - April 19,1978.

-- MSP 24.03, L476 Steam Generator 1A Level Protection Channel III Test, March 4 - April 26, 1978.

-- MSP 24.06, L486 Steam Generator 1B Level Protection Channel III Test, March 11 - April 26, 1978.

-- MSP 24.09, L495 Steam Generat er 1C Level Protection Channel III rest, March 4 - April 26, 1978.

Corrective Action The Station Maintenance Department has reviewed the data for the tests conducted prior to and subsequent to the performances for which reccrds are missing and submitted this information to the Onsite Safety Committee. The OSC concurred that this information establishes that no change in circuit parameters or degradstion of protective sysrem function occurred during the time between tests for which data is unavailable.

Action Taken To Prevent A Recurrence Since the time of the noted missing records, the document control system has received more attention to correct this problem. The problem of missing records was generally confir.ad to the time frame in question. A checklist for document transmittal will te developed by >by 31, 1979 to aid in the tracking of maintenance surveillance test records.
