Dear Commissioner Bradford:

For me, one of the most shoc::ing events follouing the Harrisburg disaster was the series of false denials and deceptive statements issued by Metropolitan Edison in an effort to defuse public concern about the aftereffects of the incident.

No doubt, this sort of deception also occurs during the certification process for many reactors.

May I suggest that the Nuc1 car Regulatory Com.'ission learn from the experience of other federal agencies that deal renularlv Vith unf air and deceptive practices -- carticularly the Federal Trade Commission and the Securities and Exchange

Through section 10(b) of the 1934 securities Act, and the SEC's " rule 10b-S" (17 C.F.R. S240.10-3) the securities buying public has been protected against deceotive practices in connection with proxy statements and securities sales.
