l Dear Thank you for your letter regarding deceptive statements by utilities.

I think that the suggestion might be a useful one, at least during times of imminent potential danger to the public health and safety. As Justice Holmes night have put it, the first amendment scarcely gives the theater owner the right to remain quiet when the building begins to smolder.

I do not off-hand feel inclined to seek wider legislation as to deceptive statements by utilities in general.

I did try to take some initiative in this direction when I was on the Maine Public Utilities Commission, and it is at that level that I think the action should come.
