Enclosed is our response to C. E. Murphy's March 15, 1979, letter, RII:RW 50-553/79-02 and 50-554/79-02, regarding activities at our Phipps Bend Nuclear Plant unit I which appeared to have been in violation of NRC regulations.

We have reviewed the subject inspection report and find no proprietary information in it.

RESPONSE TO NRC-0IE LETTER FROM C. E. MURPHY TO H. G. PARRIS DATED MARCH 15, 1979 (REFERENCERII:RWW50-553/79-02,50-554/79-02)

This report responds to the following Notice of Violation described in Appendix A of IE Inspection Report RII:RWW 50-553/79-02, 50-554/79-02.

Noncompliance Item - Infraction 553-79-02-01 As required by Criterion III of Appendix B to 10 CFR 50, as implemented by the PSAR Section 17.1A.3.4, design changes, including field-initiated chan are to be controlled by written procedures which specifically apply to changes... Construction Engineering Procedure (CEP) 3.01 establishes the methods and assigns responsibilities for preparation, processing and control of Field Change Requests for design changes to approved designated design agency drawings.

Corrective Steps Taken and Results Achieved TVA has implemented corrective action on this noncompliance item by requesting that C. F. Braun and Company approve the substitution of 1-1/2-inch aggregate in lieu of 3-inch aggregate presently called for in Specification 300-01, " Concrete."

Corrective Steps Taken to Av cdd Further Noncompliance No further actions are necessary to prevent recurrence of this noncom-pliance item as related to the use of 1-1/2-inch aggregate.

Also, the need to obtain approval on field initiated changes in accordance with CEP-3.01, Field Change Requests, before starting field work will be reemphasized to the appropriate site personnel.
