Dear Sir:

NRC Inspection Report 50-443/79-02 We would like to clarify the following two statements contained in your Inspection Report No. 50-443/79-02 and 50-444/79-02:

On page 5, second sentence "Each of these persons were found to be fully familiar with the details of their placement, including the steps taken to remove the small patches of ice that had formed over the previously placed concrete, the use of space heaters in the place-ment areas prior to placement, the use of portable pro-pane torches to dry surface water remaining on the previously placed concrete, and the measurement by quality control personnel of the concrete surfaces prior to placement, to assure that minimum placement temperatures were exceeded." As written'to dry"is in error. Use of propane heaters is to remove excess water, not to dry.

Surfaces are always left in wetted condition, free of standing water.

On page 6, IV Conclusion, fourth sentence "It is common practice to heat the placement area, and to dry the previously placed concrete prior to concrete placement."

As written, this is in error.

It is common to heat an area, but not common to dry the surface prior to place-2234 149 7906010131

If an area was dry prior to placement, area would be wetted prior to placement.

In the case of these pours, surface water was displaced over the surface, eliminating any standing water and the surface was wetted prior to concrete placement.
