Dear Mr. Davis:

Toledo Edison acknowledges receipt of your March 6,1979 letter and report enclosure 79-03, referencing apparent deviations from Davis-Besse Nuclear Power Station Unit No. 1 commitments to the NRC listed as an " Infraction" under the heading of " Notice of Violation".

Following a thorough examination of the items of concern, Toledo Edison herein effers information regarding the item of non-compliance.

Infraction:

10 CFR 20.201(5) requires that surveys (i.e., evaluation of radiation hazards) be made as necessary to comply with the regulations in 10 CFR 20.

10 CFR 20.203(c)(2) requires that high radiation areas, other than HRA's established for thirty days or less, be equipped with control devices which alarm or reduce the radiation levels upon entry or be maintained locked with positive control over entries.

Contrary to the above, surveys have not been conducted to determine the radiation levels in the incore tunnel, which extends under the reactor vessel, to assure compliance with 10 CFR 20.203(c)(2) during the January 16-28, 1979 outage.

The entrances to the incore tunnel were not locked or equipped with control devices.

Response

The two entrances to the incore tunnel were locked on Jan-uary 26, 1979 resulting in compliance with 10 CFR 20.203(c)

On the day the locks were installed, radiation levels under the reactor vessel were 200-250 mR/hr.

From previous radiation surveys under the vessel shortly after shutdown, the radiation field under the vessel at the time when personnel were per-mitted to enter containment was probably less than 1000 mR/hr.

during the period when the entrances were unlockec Any work in this area would have required a radiativ_ exposure permit; therefore, a radiation survey would have been made prior to any-one entering the area.

In order to prevent another occurrence of unlocked high radiation areas, the location of all areas greater than 1000 mR/hr have been locked and these areas are logged in the high radiation locked area book. Weekly surveys are made to insure these are locked with a special lock designated for controlling access to areas greater than 1000. Each of these locks is labeled with a tag that gives the following information, "High Radiation Area Locked by C6HP, Contact C6HP for Key".

Full compliance was achieved on March 2, 1979.
