NOTICE OF DEVIATION Based on the results of an NRC inspection conducted on February 27-March 2, 1979, it appeared that certain of your activities were not conducted in full compliance with NRC requirements as indicated below:
Criterion IX of Appendix B to 10 CFR 50 states in part, " Measures shall be established to assure that special processes, including welding... are controlled and accomplished by qualified personnel using qualified procedures in accordance with applicable codes, standards, specifications, criteria, and other special requirements."
ASME Code,Section III, Subsections NB, NC, ND-4231.1. state in part,
" Tack welds shall be made by qualified welders using qualified welding procedures."
Contrary to the above, tack welding procedures have not been developed and qualified, even though tack welding has been performed on Motor Tube -
Center Sections, Joints 2-B and 3-B.
