Dear Mr. Barton:

Your letter dated March 12, 1979 reported reasons for certain delays in implementing requirements of 10 CFR 73.55. You described compen-satory measures being implemented to meet 10 CFR 73.55 requirements.

Our review of your proposed compensatory measures has been completed.

These me:sures do not decrease the effectiveness of the Modified Amended Security Plan. The plan is specified in Facility Operating License No. NPF-2, revised Section 2.D issued with amendment No. 9 for Farley Nuclear Plant Unit No.1 on February 26, 1979.

These compensatory measures will remain in effect until full imple-mentation of the requirements of 10 CFR 73.55 are met. You should notify the Office of Inspection and Enforcement, Region II, when compensatory measures described in your March 12, 1979 letter are discontinued.
