This is in regard to your letter dated March 28, 1979 requesting confirmation that your package suppliers need not have a QA program approved pursuant to Appendix E of 10 CFR Part 71.
A shipping container supplier or manufacturer does not have to have a QA program approved by the NRC. Activities conducted by suppliers and manufacturers should, however, be conducted in accordance with your QA plan that has been approved for these activities. Whe ther the supplier or manufacturer does or does :iot havn his own QA program, it remains the responsibility of the usr e (Westinghouse) to ensure that all transportation activities cor.Jucted meet the requirements of 10 CFR s71.51. Westinghouse may have others perform its functions (including criticality analyses) as long as Westinghouse is able to demonstrate the requirements of 10 CFR 571.51 are met.
