UNITED STATES NUCLEAR REGULATORY COMMISSION LICENSE AMENDMENT FOR SPECIAL NUCLEAR MATERI AL SAFEGUARDS Pursuant to the Atomic Energy Act of 1954, as amended, the Energy Reorganization Act of 1974, and Title 10, Code of Federal Regulations, Chapter 1, Part 70, the following amendment to the special nuclear material license identified below is hereby issued, incorporating requirements for the control and accounting of special nuclear material.

Box 1260 Amendment No. MPP-1 super-Lynchburg, Virginia 24505 seding all previous safeguards amendments Docket No.70-824 CONDITIONS 1.0 FACILITY ORGANIZATION 1.1 The Nuclear Materials Manager shcIl have the responsibility for the overall planning, coordination, and administration of the material control functions for special nuclear material (SNM).

2.0 FACILITY OPERATION 2.1 The licensee shall follow the Fundamental Nuclear Material Control Plan dated July 1977 with the following revisions:

a.

new page 2.6 dated April 1978; b.

revised pages 3.8 and 4.2 dated November 1978; c.

revised Chapters 3 and 4 with the exception of Item 4.2.4.3 (bias correction) both dated August and October 1978, and as revised in accordance with the provisions of 10 CFR 70.32(c).

2.2 No statement in the licensee's Plan identified in Condition 2.1 shall relieve the licensee of a requirement of 10 CFR Part 70 unless granted in a specific exemption or exception set forth as a condition of this license.

License No. SNM-778 2.3 All SNM not in transit shall be physically located within an MBA or an ICA.

3.0 FEASUREMENTS 3.1 The licensee or his designated agent shall measure, except as specified in 10 CFR 70.58(e), the uranium, plutonium, U-235, and/or U-233 content of all special nuclear material receipts, shipments, waste discards, and material inventoried; and the isotopic content of offsite plutonium receipts and shipments.

4.0 MEAS'JREMENT CONTROL 4.1 Notwithstanding the requirement of 10 CFR 70.57(c) to submit for approval a detailed measurement control plan of all activities involving special nuclear material, the licensee is not required to provide greater detail then currently shown in his plan referenced in Condition 2.1, provided that:

The quantity of SNM in unsealed form in MBA-3 is less than a.

one effective kilogram; and b.

Total throughput of SNM in MBA-3 for any material balance period is less than one effective kilogram.

Prior to initiation of any such work involving quantities of SNM greater than ti.ose specified above, the licensee shall submit such additional information necessary to meet the criteria for measurement control found in 10 CFR 70.57. Such work shall not begin until the NRC has approved the revised plan and communicated such approval to the licensee.

4.2 The licensee shall calculate the bias for each measurement component used in the determination of Material Unaccounted For (MUF). The licensee shall report the effect which these bias values have on in-ventory differences to the appropriate region office at the end of the inventory reconciliation period.

For each component of the material control and accounting system whose calculated value for bias exceeds its associated limit of error, correction of affected records, reports, accounts, labels, lots, itens, tags, etc., is required.

4.3 The drum scanner shall be calibrated against standards traceable to a nationally accepted system over its range of operations. Consideration shall be given to matrix composition, SNM geometrical distribution, and isotopic content.
