Dear Mr. tieel:
We have roccived the letter of March 8,1979 from your attorney, Mr. Conner, notifying us that the fiuclear Engineering Company, Inc.
(NECO) had teminated the Sheffield Illinois, part of License No. 13-10042-01 effective 10:01 a.m. EST on the same date.
Your letter was the first indication of your intent to abandon your Sheffield. Illinois low-level waste disposal site.
License No. 13-10042-01 was issued by the Atomic Energy Coamission (whose licensing and related regulatory authority devolved upon the Nuclear Regulatory Conmission' (flRC) pursuant to the Energy Reorganization Act of 1975) and can only be teminated by the NRC; no part of the license may be terminated unilaterally by you.

Mr. James !1. f(cel March 9,1979 flRC inspectors are investigating the situation at the site to determine whether flECO is in violation of its existing license and/or the Atomic Energy Act.
Until the matter is resolved, you are hereby directed to take all necessary action to assure that the health and safety of the public are adequately protected at the site.
