Page 1 of 1 Docket No. 50-333 Report No. LER 78-019/03L-0 Description Of Event On 2-16-79, while performing surveillance requirement 4.8.1.1.2.a.4 of T.S. 3.8.1.1, emergency diesel generator 1H failed to reach 900 RPM within 10 sec. All indications appeared normal but this information was not recorded.

Lube oil temperature was noted to be 130 F which is within the required range of 130 - 135 F. The diesel was immediately secured and restarted. The diesel generator came up to 900 RPM in 6.8 sec. well within specification. No known cause could be detennined for the failure of the generator to achieve 900 DPM within 10 sec. during the first attempt.

Probable Consequences Of Occurrence The lH diesel generator was capable of supplying 100% of emergency electrical power. Periodic surveillance requirements require that the emergency diesel generators come up to 900 RPM within 10 sec. This was achieved on a second attempt with lH diesel generator but no known cause could be determined for the failure of the first attempt. The health and safety of the general public was not endangered as 1H diesel was capable of handling 100% of the emergency electrical loads.

Cause No known cause could be determined for the failure of 1H diesel generator to achieve 900 RPM within 10 sec. A plausable cause was suggested to be low ambient air temperature but no data was recorded to support this claim. The conditions at the time of the event are not reproducible.

Immediate Corrective Action A second attempt at starting 1H diesel generator was successfully ccmpleted.

Scheduled Corrective Action No scheduled corrective action is planned at this time. Periodic surveillance as required by T.S. will be continued and further investigation will be conducted if future problems occur.

Actions To Prevent Recurrence No further action required.
