By letter dated January 4,1979, you submitted additional information regarding your proposed modifications to the spent fuel storage facility at the La Crosse Boiling Water Reactor, LACBWR.

We find that a number of points need to be further clarified to continue our review.

These points were briefly discussed with r: embers of your staff, and your consultants, on February 9,1979.

Please provide responses to the items identified in the enclosure.

DPC response to item 20 - Clarify whether gross stresses in the racks remain below the 1.65 limit.

DPC response to item 22 - If it is assumed that the cask impacts a rack or racks along an edge or corner of the cask rather than in a vertical position, verify that this event will not result in the total collapse of the storage rack and/or adversely affect the value ofk((.

If the cask impacts a storage rack at the corner of the cask" a position directly above a leg assembly, discuss the consequences including the reactor load transmitted to the liner and floor.

1.

DPC response to item 2(a) - Indicate whether the lower grid referred to in the response is in the upper or lower tier and justify applying the uplift load at this point vs. in the tier not examined.

2.

DPC response to item 2b(iv) - If a fuel assembly is postulated to drop straight through a storage cell at a location where both the upper and lower tiers contain a fuel assembly, quantify the rescitant rack stresses, reactor loads, effect on both fuel assembly support plates, and the number of equivalent fuel assemblies damaged.

3.

DPC response to item 2b(v) - Quantify the reactor load generated during impact.

4.

DPC response to item 2b(vi) - Indicate whether the 38% increase in yield strength used in the rack analyses (taken from GE data and substantiated by tensile tests performed by fiES) is an average value or an upper or lower bound.

If 38% is an upper bound, justify using the increase for calculating allowable stresses.

5.

DPC response to item 4 - Specify the magnitude of the clearances between racks and between the racks and the pool walls.

6.

DPC response to item 10 - Clarify whether Table 1.53 was used instead of Table 1.5.2.1 as stated.

7.

DPC response to item 12 - The load carrying capacity of similarly configured fuel assemblies is discussed and used to justify the capacity of LACBWR fuel.

This response is qualitative at best.

Provide a quantitative, technical justification showing that the LACBWR fuel assemblies will not suffer damage from the maximum expected impact loading.

8.

DPC response to item 14 - Indicate whether both cases of L having its full value or being completely absent were checked.

9.

DPC response to item 17 - Discuss how the refueling canal gate was modeled in the seismic analysis and discus ~s the gate seal integrity when the hydrostatic, hydrodynamic, and water sloshing effects are neglected.
