RESUMPTION OF OPERATION OF THE GENERAL ELECTRIC TEST REACTOR (GETR), Docket 50-70

Dear Mr. Stello:

This letter amplifies and clarifies the description of the two redun-dant control units being added to the existing seismic scram system as described in the " Updated Response to NRC Order to Show Cause, dated 10-24-77", Appendix 6.

This information is provided to facili-tate the safety evaluation of the modifications.

The control units are designed to actuate the Fuel Flooding System (FFS),

the emergency cooling system, and certain pressurizer valves in the event of a trip signal from the reactor seismic trip system. They are designed to lock themselves in the trip condition until they are individually manually reset.

The assembled control unit was seismically tested by Scientific Service, Inc. of Redwood City, California, and sumarized as follows: A control unit was subjected to a vibration qualification test and then a vibration fragility test.

The qualification test subjected the control unit to a minimum of 1.759 in a continuous sinusoidal vibration sweep from 1 to 33 Hz at a rate not greater than 2 octaves per minute in each of the three axes. The fragility test consisted of vibrating the unit by conducting frequency scans in each of the three axes from 1 to 33 Hz in 1/3 octave intervals increasing the acceleration amplitude after each scan and maintaining the vibration at each 1/3 octave frequency for. 20 seconds until a control unit malfunction occurs or the vibration lQ-

The limit of the vibration generation equipment varied with frequency having a maximum accelera-tion of 10g at 33 Hz. No malfunction of the control unit occurred during these tests or was evident af+.er the tests. These units are therefore qualified for this application.
