RESPONSE TO Tile NRC INSPECTION FINDINGS SOUT11 TEXAS PROJECT ELECTRIC GENERATING STATION DOCKET NOS. 50-498/78-16 AND 50-499/78-16

Dear Mr. Seidle:

The following are flouston Lighting 6 Power Company's (llL6P) res,rense to the items of noncompliance identified in IE Inspection Report Nos. 50-498/78-16 and 50-499/78-16 dated November 15, 1978.

A)

Failure to Provide Procedure for flousekeeping Inspection 1)

Corrective Action Taken Although no procedure was in effect during the period from July 17 - October 27, 1978, housekeeping inspections were performed us-ing a draft procedure and documented.

The new housekeeping procedure (GCP-4) was issued December 15, 1978, and is presently being implemented. Training sessions were held prior to implementation to ensure un-derstanding and compliance with the new procedure.

2)

Recurrence Control llLGP will closely monitor and review activi-ties affecting quality to ensure that they are performed by documented inspection plans or procedures.

Failure to Provide Acceptance Criteria 1)

Corrective Action Taken Acceptance criteria for meggering have been established in procedure ECP-2 which will be issued for impicmentation January 15, 1979. After ECP-2 is issued, previous meg-ger tests aircady completed will be compared to the acceptance criteria of ECP-2 and all nonconforming tests will be identified on a Nonconformance Report.

Recurrence Control llL6P will closely review B6R procedures for appropriate acceptance criteria.

B6R will have reviewed existing inspection plans and procedures for the inclusion of appropriate acceptance criteria by February 1, 1979.

C)

Failure to Follow Approved Procedure _s_

1)

Corrective Action Taken The QC requirements for surveillance of maintenance during storage has been re-defined in procedure MCP-3, revised November 21, 1978.

Implementation of this procedure has been accomplished.

2)

Recurrence Control llLGP will closely monitor procedural implementation to ensure compliance.

All action will be completed by February 1, 1979.
