RE: LA CROSSE BOILING WATER REACTOR As part of the Systematic Evaluation Program (SEP) the NRC staff has completed a search of your docket for pertinent infomation related to the seismic design bases of your facility. The following document which was submitted with your Full Tem Operating License application has been identified as addressing this issue: " Seismic Evaluation of the Lacrosse Boiling Water Recctor", by Gulf United Services for Dairyland Power Cooperative, January 11, 1974. The NRC staff has previously provided you with cements on this report and is continuing its review. We have found that this document lacks sufficient infomation concerning the seismic design input and structural capability for safety-related struc-tures, systems and equipment to withstand earthquake effects to enable us to cmplete our evaluation.

As you know, the major NRC regulations dealing with seismic design are 10 CFR Part 50, Appendix A (General Design Criterion 2) and 10 CFR Part 100, Appendix A.

We recognize that both of these regulations were issued subsequent to the design of your facility. However, one of the objectives of the SEP is to capare the original design basis with cur-rent criteria. Currently, the infomation on the docket is not sufficient-ly cmplete to adequately address the potential hazard of earthquakes, nor to detemine whether backfitting of additional seismic resistance would provide substantial additional protection required for safety.

We recognize that your facility possesses inherent structural capabilities to withstand earthquake effects. However, there is insufficient infoma-tion docketed to adequately quantify such capability. We believe that further effort on your part may be required to assess the seismic safety margins of your facility. This matter has been generally discussed with your representatives, as part of the SEP, to assure that the issue will be properly resolved within the time frame of the SEP. Dairyland Power Cooperative January 15, 1979 are proceeding with structural evaluations assuming a ground acceleration of 0.12 g.

At this time, we are unable to assess the acceptability of this acceleration level pending further staff review. However, we en-courage you to continue your efforts because these scoping evaluations will serve to better assess the seismic safety margins of your facility, and to identify potential problem areas and eliminate others from further con-sideration until such a time that an approved seismic input can be docu-mented.

While geologic and seismic input information on the docket may be used to allow a comparison to current criteria, and a bounding conservative assessment, the NRC staff believes its evaluation of various site specific response spectra methodologies may demonstrate a more realistic approach in determining seismic input. Staff effort in these methodologies is expected to lead to positions on acceptable procedures for detercining site specific spectra. For this reason, we encourage you to closely follow the progress of our work. We expect to work with you to develop a documented seismic design basis for your facility. In addition to seismic input, this would include the definition of acceptable structural design criteria and analytical or other procedures for demonstrating that these criteria are satisfied.

At our meeting of August 8,1978, you indicated that you were proceeding with this substantial undertaking and committed to transmit an outline of your plan with an estimated schedule. As of this date, we have not received any further input from you. Please submit details of your program for documenting a seismic design basis and its schedule within the next 60 days. To provide maximum assurance that both the scope and schedule are acceptable, we suggest that working meetings for your facility in the next 60 days would be beneficial.
