This office has received a copy of your December 21, 1978 application of amendment to Facility License Nos. DPR-57 and NPF-5 which you filed with the Office of Nuclear Reactor Regulation.
The application is for Techni-cal Specification changes for Hatch Unit Nos.1 and 2 for the incorporation of the requirements of Appendix I (10 CFR Part 50) on radiological effluents.
Your application also requested revision of the entire Administrative Controls Section 6.0 of the Hatch Unit No.1 specifications to incorporate STS requirements and format.
In the July 10 and 11,1978 letters from the NRR Staff to your Company which provided model Technical Specifications relating to Appendix I and a submittal schedule for your guidance, you were informed that the license amendment to incorporate the Appendix I specifica-tions was considered to be of a Class III fee category p%,ided that your application is consistent with the guidance sent you.

From our oreliminary review of your application, we have determined that Class III is still appropriate for the Appendix I Technical Specification changes.
Thus, a Class III fee is required for Unit No. 1 and a Class I fee is required for t'he duplicate amendment for Unit No. 2.
That portion of your December 21 application relating to a complete revision of the Administrative Controls Section of the Hatch Unit No.1 Technical Specifica-tion is considered a separate issue.
As such, and because it involves review and approval of an action that is pro forma and administrative in nature with no safety or environmental significance, we have determined that a Class Il fee of $1,200 for this action is required. Consequently, for your December 21 application, you should forward fees totalling $5,600 promptly to this office.
