Dear Sir:

This letter provides the information requested in your letter dated February 2,1979 and requests approval of specific changes to the Security Plan for the University of Virginia Reactor Facility.

Specifically, your letter requested information conceming the amounts and types of special nuclear material to be included in the University of Virginia Reactor License.

This information and recommendations concerning possible limits on special nuclear material are included in Attachment A.

The recommendations are based on limiting the total quantity of special nuclear material at the Reactor Facility instead of applying individual limits to each of the three relevant licenses.

These limits would require that less than 5.0 kg of non exempt special nuclear material be possessed at the Reactor Facility.

In addition, your letter stated that the physical security plan is being reviewed and will be included in the license conditions by reference. Ne con-sider that the only document which should be referenced is the Security Plan dated August 23, 1974 and the changes to it requested by this letter.

Other documents, such as the Safeguards Contingency Plan dated September 13,197S, should not be referenced since they are procedures for implementing the Security Plan.

Based on a recent review of the Security Plan dated August 23, 1974, we consider that some changes to the Security Plan should be made before it is incorporated into the license.

These changes are identified and justified in Attachment B to this letter.

NRC approval of these changes is requested.

It is requested that Attachments A and 3 be withheld from public dis-g closure in accordance with 10 CFR Part 2.790.

Consistent with ny appointment as Director of the Reactor Facility, as stated in a letter to the U. S. Nuclear Regulatory Commission, dated December 29, 1978, I should be listed as the official contact instead of Dr. J. L. *bem.
