APPENDIX B NOTICE OF DEVIATION Based on the inspection conducted on January 3-6, and 8, 1979, it appears that one of your activities was not conducted in conformance with your commitments to the Commission as indicated below.
Appendix C of the FSAR, Page 34, includes a licensee commitment to comply with the requirements and guidelines of Regulatory Guide 1.37 which endorses the requirements and recommendations of ANSI N45.2.1-1973. ANSI N4 5. 2.1-19 73, Paragraph 7.1 "Preoperational Cleaning Preparations," requires that critical valves, controls, and switches shall be tagged to prevent inadvertent actuation during the cleaning operation.
Contrary to the above, flushing procedure SFP-RH, Revision 0, does not require tagging of boundary valves during system cleaning.
