The Nuclear Regulatory Comission (the Commission) has found that:
A. The facility will operate in confomity with the provisions of the Atomic Energy Act of 1954, 'as amended, and the rules and regulations of the Comission; B. There is reasonable assurance (i) that the activities authorized by this amnd. c.t co..
- .cnducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations; C.
The issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public; D.
The issuance of this amendment is in accordance with'10 CFR Part 51 of the Commission's regulations and all applicable ntquirements have been satisfied; and E. Publication of notice of this amendment is not required since it does.not involve a significant hazards consideration nor amendment of a license of the type described in 10 CFR Section 2.106(a)(2).

Accordingly, Facility Operat'ing License No. R-126 is hereby amended by adding paragraph 2. C.(3) to read as follows:
(3) Pnysical Security Plan The licensee shall maintain in effect and fully implement all provisions of the Commission-approved physical security plan, including amendments and changes made pursuant to the authority of 10 CFR 50.54(p). The approved security plan consists of the following documents which are withheld from public disclosure pursuant to 10 CFR 2.790(d):
Original dated August 4, 1972, submitted with letter dated February 6, 1974, and Revision 1, submitted with letter dated July 16, 1974.

This license amendment is effective as of the date of its issuance.

Interin Guidance - Organir: tion and Content of. Security Plans for Low Power Research and Training Reactors Applicability - This interim guidance is for use 'in developing and evaluating security plans for low power research and training reae. tors.
For purposes of this gt,'ide, these reactors are defined as TRIGA reactors with authorized power' levels less than or equal to 250 KW and all other researcn and training reactors 6
with power levels less than or equal to 100 KW, including AGN's', zero power,,
and critical fa'cilities.
Purpose - The' purpose of the security plan developed according to this guidance is to protect the reactor against acts of sabotage. 'It is intended for use by the licensee to demonstrate compliance with 10CFR50.34(c) and 10CFP.73.40.
Conformance with this guide will not assure complian'ce with 10CFR73.50 and 10CFP.73.60, if.these parts are applicable to tne licensee.
