The Commission has issued the enclosed Amendment No. 9 to Facility License No. R-25 for the AGN-20lM reactor and Amendment No. 3 to Facility Operating License No. R-126 for the TRIGA Mark I reactor.

These amendments incorporate your ohvsical security plan as part of tL

~coac cunv i uuns to conform with 10 CFR 50.54(p). We discussed this with Dr. Sandquist on October 31, 1978. As part of the license renewal process for Facility License No. R-25, we evaluated your entire physical security plan to determine adequacy for both the TRIGA and AGN-201M reactors. This was done because both reactors are located aue room of the Nuclear Engineering Laboratory and are

From our evaluation, we have determined the level of protection afforded by the provisions of the security plan is acceptable for the protection of both the AGN-20lM and the TRIGA reactors. This evaluation is on file in this office and is withheld from public disclosure pursuant to 10 CFR 2.790(d). Although the University of Utah nuclear reactor physical secu-rity plan is now incorporated in the licenses, it is also withheld from public disclosure pursuant to 10 CFR 2.790(d).

Future changes which do not decrease the effectiveness of your plan do not require prior NRC approval but should continue to be reported as pro-vided in 10 CFR 550.54(p). Changes which do require prior NRC approval should be identified as license amendment requests.

As your plan deviates from the normal fonnat, it is difficult to follow and review. We therefore, request that you reconcile the plan and revisions with a single document for inclusion when the License R-25 is renewed.
